If the permit pack is incomplete or late, the units sit idle while questions go back and forth. The risks are delay to first power, rental charges for units that cannot run, penalties for running outside permit conditions and a failed inspection that stops the units after they start. A well-prepared pack is often the fastest part of mobilisation you can control.
USP&E Helps You Get Permitted and Running
We know you need power from your mobile units, not paperwork that holds them back. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and our 400+ engineers and project managers supply, install and run mobile and fixed gas turbines, including the permits around them. Our systems are ISO 9001 and ISO 45001 certified, and every deal runs under FCPA and OFAC controls. USP&E is a full-service EPC and O&M contractor, not a broker.
You do not need to become an emissions expert. You need to know which permits apply, the data regulators expect, and a pack that answers their questions before they ask.
Find Out Which Permits Apply
Start early with the regulator or a local permitting advisor. Ask which permits apply to temporary turbine units at your site: air emissions, noise, fuel storage, construction and sometimes water. Rules differ by location and by how long the units will run, how many hours and on which fuel. Some areas have simpler routes for short-term or emergency units; others treat them like permanent plant.
Ask what triggers each permit and what the thresholds are. The total capacity on site, annual run hours and fuel type often decide which route applies. Planning a run-hour limit or fuel choice early can sometimes move the project into a simpler category.
Read the guide to the TM2500 trailer unit for background on how these units are set up, because site layout and fuel choice feed straight into the permit.
Gather the Data Regulators Expect
Gather the unit emissions data from the supplier for your fuel and site conditions, the planned run hours and load pattern, fuel details and any emissions control fitted. Prepare stack height and location, a site layout showing the units and nearby buildings, and noise data with a check at the site boundary and nearest homes.
Some regulators ask for dispersion modelling to show the effect on air quality around the site. Find out early whether it is needed and who can do it, because it takes time. Prepare a monitoring plan: what will be measured, how often, by whom and how records will be kept.
Present the pack clearly with a short summary up front. A regulator who can see the key facts on one page asks fewer questions. Our bridge power programmes include permit support for this reason.
Submit Early, Track Questions and Keep Records
Submit as early as you can, ideally while the units are still being booked and transported. Track every question from the regulator in a log with a person responsible and a target date. Answer quickly and completely. Check the draft permit conditions carefully before they are final, because conditions you cannot meet will cause problems later.
Once the units run, keep the records the permit asks for: run hours, fuel use, emissions monitoring, complaints and maintenance. Train the operating crew on the permit conditions so they know the limits. If you need to extend the run time or move the units, talk to the regulator early. Our sister site covers moving turbine cargo to site.
Mobile units often bridge to permanent gas turbine generators, used/new gas turbines, a remanufactured GE Frame 6B or natural gas engines/stations, each with its own permit. Data centre campuses plan AI gas turbines, hyperscale generators and gas turbines for compute under hyperscale EPC/O&M, including the New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA. Check mobile and fixed turbines in stock for your next step.
Local Teams Near Your Mobile Gas Turbine Site
Data-centre schedules are won or lost in permitting, gas supply and interconnection, so USP&E puts its US offices first. Colorado Springs (1755 Telstar Dr, Suite 300) and Knoxville (800 S Gay St, Suite 700) give you two US bases for engineering reviews, procurement follow-up and site visits, and both teams work your mobile GT site receiving and fuel hook-up alongside you rather than from a sales desk.
Behind them, London (162-168 Regent Street) handles structuring, bonding and finance; Johannesburg (22 Kildoon Rd, Bryanston) owns engineering and project controls for mobile gas turbine trailers, Frame 6B bridges and BOP skids; Cape Town (31 Brickfield Road, Woodstock) supports design and commissioning; and Wuxi, China (No. 1, Ningzhou Road, Wuxi) manages China manufacturing and supply-chain follow-up.
For mobile turbine permits, Colorado Springs and Knoxville teams prepare packs for US sites, while Johannesburg and Cape Town support African deployments where local rules differ. Regions served: USA | AFRICA | UK | UAE | CHINA. That network stands behind 150+ power projects in 45+ countries and 25,000 MW contracted since 2002, run under ISO 9001 and ISO 45001 certified systems.

FAQ: Mobile GT Emissions Permit Pack
Do mobile gas turbines need an emissions permit?
USP&E finds that most locations require some form of air permit for mobile gas turbine units, even temporary ones. The route depends on site capacity, run hours, fuel and how long the units stay. Some areas have simpler routes for short-term or emergency units.
What goes into a mobile gas turbine permit pack?
USP&E includes unit emissions data for your fuel and conditions, planned run hours and load, fuel details, stack height and location, a site layout, noise checks and a monitoring plan. Some regulators also ask for dispersion modelling, which should be started early.
How can permits avoid delaying first power?
USP&E starts the permit work while units are being booked and transported, presents the key facts on one page and tracks every regulator question in a log. Answering quickly and checking draft conditions early keeps the permit from becoming the longest task.
What records must be kept while mobile units run?
USP&E keeps the records each permit asks for, usually run hours, fuel use, emissions monitoring, complaints and maintenance. Operating crews are trained on permit limits so the units stay within them. Talk to the regulator early if run time or location must change.
Where are USP&E’s offices for mobile gas turbine projects?
USP&E supports US mobile turbine projects from Colorado Springs and Knoxville. Johannesburg and Cape Town support African deployments, London handles contracts and finance, and Wuxi follows up trailers, fuel skids, cables and other equipment made in China for your units.
Has USP&E delivered gas turbine projects before?
USP&E has refurbished seven GE Frame 6B gas turbines to zero hours in-house for major US hyperscale data-centre developers. Public case studies also include zero-hour Siemens SGT-400 turbines for NEOM and a stranded MAN plant redeployed across four countries to Iraq.
Is USP&E a broker for mobile gas turbines?
USP&E is not a broker. USP&E supplies, installs, permits and runs gas turbine units with its own engineers, so the team that prepares your permit pack is the same team that runs the units within their limits on your site.
How fast can USP&E start a mobile turbine permit pack?
USP&E can start as soon as you share the site, planned run hours and fuel. Engineers check which permits apply and what data is needed first, so the long items such as dispersion modelling begin while the units are still being mobilised.
Get Permitted, Get Running
Prepare the permit pack early and your mobile units run as soon as they are connected. Leave it late and they wait while the questions pile up. USP&E will help you permit, mobilise and run with confidence.
