What “temporary relief power” must define before mobilisation
Critical loads and islands
Access reality
Fuel under chaos
Security and community
Relief sites attract attention. Perimeter, lighting, and community liaison reduce theft and protest risk while crews restore order.
Electrical discipline when the grid is wounded
- Dead-bus energisation of critical islands before live-bus attempts into damaged feeders.
- Protection coordination with utilities that may have lost SCADA visibility.
- Grounding on temporary pads that may be wet, uneven, or debris-filled.
- Multi-package farms for N+1 where a single unit outage is unacceptable — see multi-unit mobile farm layout.
EPC and O&M under Extreme Ownership
- Pre-qualify transport corridors and alternate routes before the headline event — not during it.
- Pre-stage documentation packs: serials, fuel letters, protection settings, and contact trees.
- Commission with load priorities written; refuse “everything at once” energisation.
- Staff O&M with local capability building so relief does not collapse when fly-in crews leave.
- Plan demobilisation or conversion when the permanent grid returns — avoid orphaned temporary plants.
Commercial honesty in relief campaigns
Governments, insurers, utilities, and NGOs fund differently. Rental wraps may win for short relief; buy-and-redeploy may win when regional risk repeats. Inventory rapid-ship pathways matter — but timelines remain indicative and subject to engineering and access. Related: rental vs buy and bridge power during EPC. FX-45 stays constrained: modular hyperscale, 45 MW-class, 50/60 Hz, slots from 2028. Near-term relief pulls from verified natural gas turbines.
After-action: redeploy, store, or convert
When permanent feeders return, decide quickly. Redeploy to the next regional risk, preserve in controlled storage, or convert a subset if the site truly needs lasting MW. Accidental permanence without permits is a compliance failure. Boards should reuse the same Extreme Ownership gates used for planned bridge power — see bridge power during EPC and demob to permanent conversion.
Next steps
- Capture site constraints, fuel path, electrical interfaces, and campaign duration in writing.
- SEARCH INVENTORY for packages whose transport and duty story fit the pad.
- Engage USP&E EPC/EPCM for layout, permits narrative, and commissioning proofs.
- Write O&M witness points and demobilisation or conversion gates before first fire.
Common questions
Can USP&E guarantee MW on site within a fixed number of hours?
No. Access, customs, fuel, and weather dominate.
Are disaster-relief GTs exempt from noise and emissions rules?
Often not fully. Emergency waivers vary by jurisdiction. Plan envelopes and document whatever temporary relief the authority grants.
Should relief power always be gas turbine rather than diesel?
Duty, fuel availability, and duration decide. Many campaigns mix GT islands with diesel bridging from live inventory.
What happens when the permanent grid returns?
Write demobilisation or conversion gates early. See demob-to-permanent pathway guidance on this site.
Where do I start?
Contact USP&E with critical-load lists, access notes, and fuel reality — then screen inventory.
Checklist before the relief convoy rolls
- Critical-load ranking and island boundaries agreed with utility and civil authorities
- Primary and alternate transport corridors documented with weight and bridge notes
- Fuel contingency letters and receiving checks before first fire
- Protection, grounding, and sync witness points for wounded-grid conditions
- Security and community liaison plan funded alongside mobilisation
- Demobilisation or conversion gate dated against permanent restoration milestones
Cross-check emissions permitting themes via mobile GT emissions permitting and farm layout via multi-unit layout.
Why owners choose USP&E
USP&E is a full-service engineering, EPC and O&M company, not a broker. One team designs, builds and runs your plant, so nothing falls between contracts.
Racing a go-live date?
Tell us your load, fuel and timeline. A USP&E engineer will come back with options for Mobile Gas Turbine Generators projects, not a sales pitch.
